The black mulch under my crape myrtle tree has yellow to pink fungus like stuff on top. my husband thinks it's residue from the tree flowers, but it looks the consistancy of pudding that's beenin the fridge too long and cracked on top.

How's the moisture level around base of the tree? Try stopping the irrigation around your crape myrtle, the fungus should start to go away if it is in fact a fungi. There are many thousands of fungi out there so its hard to say exactly what it is without seeing it. Crape myrtle are very drought tolerant so a few days without irrigation should not be a problem.
