I have a peony that only gives one or two blooms per year. Can I dig it up and plant it somewhere else or in a container? It is now in front of my house which faces east between two camelias. I live in fullerton California 92835.

Peonies can tolerate some shade but do much better in full-sun, from your description shade maybe to blame for the minimal bloom each year. Generally peonies do not like to be relocated once established but it can be done no problem. The best time to do this is in the fall or early spring, get a good size rootball keeping it intact during the transport. Peonies prefer to be planted in deep, fertile, humus-rich soil that will not dry out quickly in the summer so prepare the new planting location accordingly.
