From what you described I would suspect sun burn but sounds like tree is getting the right amount of sun and Japanese maples generally thrive in soils with good organic matter. My next question would be water, is the tree receiving enough? A raised flower bed on a slope may be draining faster than the plant can take it up. Japanese maples love water so long as there is good drainage, don't be afraid to over water the tree.
